Another prime example of a "sacramental" magic system is Patricia McKillip's Riddlemaster trilogy. The magic is so fundamentally different from Sanderson, it has epitomized the other end of this spectrum in my mind even more than LotR. I was never satisfied by the soft/hard magic definition, though it definitely helped. Sacramental/technical is a bit more precise, I think.
