I still have an old, old version of Photoshop installed on one of my PCs, for touching up book covers and the like. It handled those jobs just fine - until yesterday, when it was suddenly unable to open the latest file my cover artist sent me. I promptly installed Gimp.
I just did a substack post on this, too, and listed a bunch of freeware and shareware, and cheap options for people to look at. Most people don't know where else to go. So, that was my little part of a start.
This is why I keep telling people to start using free and open source software. It's so they don't fall prey to tech tyranny like this.
